Speed indicator for rotation or movement of rocket bug

After I loaded up the game, I decided to fix the speed of Rocket, and I switched to pulse RCS. When I did, I noticed that when I got the speed of movement to 00.01, it would not say 00.00 but would immediately go to -00.01

The game does have a little warning notice when you hover over one of the attitude control buttons saying that RCS alone isn't usually going to completely nullify all rotation. This is possibly intended behavior.
