Inconsistent orbital collisions, even at 1x simspeed

What Happened​

With a close miss with a prograde + retrograde collision, with the same savegame, sometimes I would get a hit, and sometimes I would geta miss. RCS off on both craft. This was at 1x simspeed, but originally noticed at higher speeds (600x or higher).

What Was Expected​

I expected a consistent hit or a consistent miss at the same simspeed.

Reproduction Steps​

1. Load up either my 70% hit rate savegame or my 24% hit rate save game
2. Wait for the "close approach" to see a hit or a miss.
3. Reload the same savegame, and repeat to check for consistency

Reproduction Rate​

It's always intermittent, or intermittently hits/misses.
