Loading save-game encounters exception

What Happened​

Load a safe file (just created) and then the game encountered an exception.
`KSA.PartTree.AddTankStatesAndStaticMasses()` -> `An item with the same key has already been added. Key: 77`

What Was Expected​

Not crashing the game

Original encounter

• Running with StarMap (v0.3.6) and ContractManager (v0.0.1) mods
• Finished contract
• Saved game
• Loaded same save-game

Reproduction Steps​

1. Starting KSA without StarMap and mods
2. Load cm_v0.0.1_2 save-game
3. Same (see the 2nd .log file)

Reproduction Rate​

- On every save-game load (even when created without mods)

Additional Info​

• Added the save game and the log (renamed to`*.txt`)

Possibly `dictionary.Add` -> `dictionary.TryAdd` would be a solution.
