Change to upvote banner behavior

This is, in the grand scheme of things, a pretty minor gripe but here goes.

The upvote banner/toast/flash message that appears when upvoting or removing a vote from a post like a bug report blocks the entire nav header.



It goes away quickly but it does completely prevent interaction with the site navigation while it's there. Maybe it could be moved or resized to prevent this? Or I could be the absolute minimum level of patient.

Good note! This will be fixed in a future update to the forums, where the flash messages will be displayed in a more toast-like way.
