Pressing and holding the right mouse button to rotate the camera in vehicle and map view will rotate the camera as expected, but the invisible "mouse" that would normally be where you are moving your mouse to in order to rotate the camera to, will highlight the UI buttons like the orientation SAS like the mouse was not being used to rotate the camera. Releasing the RMB will return the mouse to its expected position.
