StageInfo Update v0.2.0 - RCS visibility​

I was lining up a docking burn the other day, hit the keys - nothing happened. Turns out the RCS tanks had run dry and the UI panel never told me. Now it does.

This Update adds an RCS propellant view alongside the fuel display, so you don't run dry on reaction control mid-flight without noticing.

• Per-stage RCS bar in the stage header next to the fuel bar (blue, turns red below 20%).
• RCS substance breakdown in the expanded stage detail (e.g. MMH 1,180/1,761 kg NTO 1,888/2,817 kg) with hover tooltip for the full substance name and current/max mass.
• RCS dV budget in the footer (RCS dV ~X m/s) with a hover tooltip for effective ISP, total propellant, and scalar peak thrust.

Shared tanks (e.g. LFOX powering both the main engine and a vernier thruster) stay on the main fuel bar - the RCS bar only shows substances no active main engine can consume, so nothing is counted twice.
