Switching resolution in fullscreen or borderless mode does nothing. It works on windowed. I have an ultrawide 32:9 monitor...if that helps.

Steps to reproduce:
  1. Run game with borderless 5120x1440 resolution

  2. Change resolution to 800x600 (anyone still uses that!?!?!?), click apply, nothing happens

  3. Same behaviour with fullscreen mode. First at 5120x1440 resolution

  4. Then changed to 1920x1080. Nothing happens.1763147099642.png
  5. If I switch to windowed mode, it works.

Kinda make sense, I mean only exclusive fullscreen can do it (the game has full control of that and it change back when you quit), in borderless you'd need to change the desktop resolution and that's messy (could stay stuck if game crash)

And windowed it works cause it's, well, a window.

And fullscreen exclusive is dead because it's worse than borderless

iirc, fullscreen here is borderless
Borderless is actually maximized bordered

I didnt quit the game when switching resolutions, and I'm not sure to understand your message.

To give you more insight, this is my screen at fullscreen 1024x768:

Do you notice any resolution change, 'cause I dont.

I mean, all games grey out the resolution box when you are in borderless (here called fullscreen)
Because in borderless, it's the OS desktop resolution used.

If you want to run a lower res, either lower your desktop res or use fullscreen exclusive (not available here, and thank god)

Could use SpecialK to stretch the lower res windowed and make it borderless, but it's messy and a pain to configure for vulkan

I can play lower resolutions (bigger UI elements or black sides) in my 32:9 monitor in other games.
If this game doesn't support resolution change in borderless/fullscreen modes, hence the resolution option in settings may be disabled for those modes.
On the other side, I think this should allow resolution change, no matter my screen size (scaling things or filling monitor sides with black).

@Askeladd CP2077 might have a couple of bucks more than KSA to spend on this issue, but one example will suffice to prove it:
