Whole screen goes white/ weird graphical artifacts

What Happened​

I changed most of the graphics settings from the default to what it is in the second video and then these weird graphics glitches started happening

What Was Expected​

It should have just reduced graphics and run the game

Reproduction Steps​

1. Open settings menu in game in sandbox mode
2. Apply settings as per in the video

Reproduction Rate​

After changing the settings, everytime I start the game it happens

More info: I tried changing settings again, I found out that the gran turismo tonemapper is causing this issue
